The ADAM Consortium is composed of four major partners; AMREF, Danya International, Afri Afya and ICF Macro. The consortium works closely with HIS, NACC, NASCOP, DLTLD, NPHLS, NBTS and other implementing partners to strengthen the capacity to collect and use surveillance data and manage national HIV/AIDS projects by expanding HIV/STI/TB surveillance projects and strengthening laboratory support for surveillance, diagnosis, treatment, disease monitoring and HIV screening for blood safety.
This goal is in line with the goals and objectives of PEPFAR and KNASP III (2009 – 2013) on attaining an integrated system to access and utilise HIV strategic information and evidence to guide policy and planning of the health sector response.
Specific Objectives
- Develop capacity of health workers on M&E, data management, analytical and reporting skills and data use for decision making
- Provide technical support and facilitate NACC, HIS and NASCOP to review, revise and roll out simplified M&E framework and reporting tools, policies and SOPs
- Support and strengthen M&E coordination and collaboration at national, provincial and district levels
- Improve quality of HIV data through training and data management
Approaches
- Facilitate development of M&E Guidelines and SOPs for the implementation of KNASP III
- Support development of HIV M&E training curriculum and training package
- Build the capacity of master trainers, TOT and health care workers
- Facilitate support supervision and mentoring of M&E staff for proper use of national M&E harmonised tools and registers at all levels in the target sites
- Facilitate annual stakeholder forums on M&E best practices and lessons learnt at national and regional levels for Western and Eastern South regions
- Support documentation of best practices and lessons learnt for distribution to all stakeholders
- Work with NACC and the two Ministries of Health to promote online sharing of HIV M&E experiences and best practices
- Participate in development of national RDQA protocol
- Support NACC and the two Ministries of Health to roll out RDQA in the target districts and facilities
- Participate in master trainings for national DQA participants
- Conduct DQAs semi annually in target sites
Achievements
Developed the National HIV M&E Guidelines and Standard Operating Procedures (SOPs)
Developed the national HIV M&E training curriculum;
Conducted trainings for 16 Master Trainers, 72 TOTs and 1,237 Health Care Workers on the draft M&E HIV curriculum;
Supported the AOP 7 planning process and data review in Eastern, Western and North-Rift regions;
Provided technical support to the Ministries of Health in the review of indicator rollout training materials;
Created new linkages with key partners involved in similar system strengthening activities
