Programme Overview

The Regional Training on Building Capacities for Promoting Governance and Accountability is jointly organised by the Japan International Cooperation Agency (JICA), the World Bank and the African Medical and Research Foundation (AMREF). This five-day programme aims to build health systems capacities in the African Region with a strong focus on governance and accountability, addressing both supply and demand side perspectives. This first training workshop draws participants from the East African Community countries, targeting development professionals from academic institutions who are part of the Africa Health Leadership and Management Network, senior policy makers from Ministries of Health and representatives from Faith-Based and Civil Society Organisations actively involved in health service delivery. The long-term goal is to cover the Africa region.

Programme Objectives

The workshop aims to;

  • build the capacities of professionals working in the health sector to enhance knowledge, skills and attitudes required to understand concepts of governance
  • share experiences on governance, build on strengths and explore solutions to challenges facing  health systems
  • design accountability and anti-corruption strategies relevant to respective country situations

Specifically, the programme will focus on building the skills of participants in the following areas:

  • Concepts related to governance, accountability and corruption
  • Risks associated with bad governance and corruption in the health sector and use of new tools for undertaking assessment and appropriate mitigation 
  • Learn from country experiences about strategies, core elements and innovations to improve governance in the health sector, including advocacy for good governance, to apply in their own country contexts.

Training Methodology

Active learning approaches such as case studies, group exercises and role plays will be used to enhance the participation and impact of the training. By the end of the workshop, participants from each country will prepare an ‘action plan’ to improve governance in the health sector. Therefore, the participants are expected to bring relevant background information and data on specific services where they want to improve governance.

Faculty

The faculty members are drawn from World Bank in Washington DC and Nairobi, JICA in Kenya and AMREF.

Participants

The participants are drawn from the five countries which comprise East African Community (EAC): Kenya, Uganda, Tanzania, Rwanda and Burundi
